Anyone Know any Good Map Software?

Does anyone know a good piece of mapping software that allows you to print out state maps with town borders, then will allow you to highlight different towns. I need to be able to show all the towns we have done work in Massachusetts. Cheapest (or free) as possible, or even on-line...

ESRI has some packages, not all are cheap.
ArcInfo, ArcView, ArcGis.

M$ has MapPoint.

Also, check out Delorme, their engine is used in other applications.

I have both ArcView and MapPoint for my own independent work.
