Yesterday the water was shut off and during that time the toilet was flushed. The water was turned on later, which caused the toilet to finish filling up, but I think it filled up too much (not the bowl, but the other part). Water began dripping from the toilet flushing handle (whatever you call it... lol). Since then, it's filling up that far every time.

Any one know how to fix this? Removing some of the water didn't fix the problem 🙁 It still refills to high.
 
The float is what stops the flow of water. You'd set the water line with that. Did the ball fall off the float? Is there a ball on an arm or is it the type with the float on the flow tube?
 
Open up the toilet tank and look on the top of the vertical overflow post for a small screw. Try adjusting this with a screwdriver to adjust the water shutoff limit.
 
Maybe this will help while I try to locate the digital camera...

The tank looks like this:

1. The handle has a chain (no screw or anything but somoene adjusted the length of chain) connected to a flap at the bottom of the tank (which isn't laying flat)

2. Next to the flap is a white tube that goes from the bottom up above the water line

3. Next to is a black thing that goes from the bottom to above the water line

4. From the black thing is another tube that goes into the white tube (from #2). This one is where the water comes out to fill the tank?

#4 is the tube that fills the bowl, not the tank.

you're looking for an adjustment screw on the top of that thing.
 
I think I found the adjustment thing. There was an adjustment to slide the big black thing up and down, so I moved it down, which caused the water to cut off sooner. Hopefully that fixed it.
 
Glad you found a solution. A lot of time people will just bend the ballcock down to fix it. This doesn't work though if you have a fluidmaster ballcock as the design is quite a bit different. People claim the fluidmaster ones work a lot better though.
 
There's seems to be a different problem. Even though the water stopped from the white tube, I can hear water running a tiny bit. It caused the tank to fill up just as high as it was before. Any ideas where the water might be coming from?

Anytime I'm leaking too much fluid, I don't bother looking for a screw - I just bend my ballcock down to stop the flow. 😀

we used to do that all the time when I was a kid. It was the easiest way to fix an overflowing problem.
 
I have no idea on the age. I live an apartment. I'm trying to fix it myself because last year I punched a hole in the bathroom door and I'd prefer that they didn't see it until I move out.

Eating more fiber should help. 🙂
 
I think it might be fixed now. I moved the black thing down even further (almost as far as it can go) and so far the white tube isn't leaking.

move the part that controls whether it fills or not back and forth a few times to open and close the valve. There's always the possibility that when it didn't refill for quite a while, the "flapper" part got dry and is no longer sealing. If that's the case, you'll hear water trickling out of the tank.
 
This just keeps getting stranger. When I flush the water stops coming out of the white tube and everything is fine for a while. But then, the white tube start flowing a little bit again until the level is at a certain point (which is too high and causes it to leak through the handle).
