Anyone know a good way to make multiple choice/short answer tests?

I wnat to make some tests for myself and a friend to practice some material we learnt. Is there any chance anyone knows of a program (preferably free) that I can make a test in, and it can randomize the order of the multiple choice, etc?

Studying before hand is always a good idea. If you have studied and then look at the test, it will make it easier.
