Anyone know a good guide for xp?

I'm not talking about how to install (though it would be nice if I do it right once...) , but how to define logins, (me as the administrator and all my roommates using the computer as seperate logins, guests, with limited abilities... )...

I wanna see how to have full power in my computer, and let my two roommates different logins, with different wallpapers , no access to the c: drive, no possibility to erase any files, or to use a specific optical drive, stuff like that.
 
As far as no access to the c drive, I don't know how you could do that. The OS and most everything else is on it. If you assign passwords to the files you don't want others to access, they can't get into them. Also, I think you have to be logged in as administrator to change files or programs, except for files that are yours as a limited user. The other people could have a limited user acct. with their own settings and wallpaper. And anything off limits would be password protected.
