To be honest I'm in Arizona now and I don't know what the problem is but I believe from the description it's software related. I won't be able to help her myself but I'm hoping some kind soul will help out. I'm pleased to say I've noticed a surprising number of Britts using these forums through the years.
 
If she can access the internet, it might be possible to help diagnose the problem through remote assistance - does she use XP?

I believe she said something about Windows 95. 🙂

I met her in Costa Rica at a B&B. She was checking online for a cheap laptop hoping they would be cheaper there than in the UK.
 
Anywhere would be cheaper than the UK.

If she is using 95, then its not worth her while doing much at the moment if she is looking to buy another system.
It is possible to get VERY cheap systems [celeron] as long as she isn't doing anything too heavy - If she is using a 95 system, then she isn't doing anything too heavy..........
