Well I personally use adobe photoshop gallery to create the galleries I upload to my website. Some of my galleries consist of 500+ pics. I have so many pics that I have never taken the time to write comments for each one, because in doing so you need to edit the .HTML file that is specific to each image. So that means going inside 500+ .HTML files and finding the place to comment, editing it, and saving it.

So in liu of that I made a little application over the past 2 days on my spare time that will do this for you.

Here is a pic of the GUI.

It's pretty self explanatory how it works. You click "OPEN" and point to the folder that is the root of your web gallery created by photoshop. That is, you point it to the output destination you have associated when you created the gallery. In the root you have an images and pages folder that MUST be there. Select the folder.

You have the list of images on the left with the preview on the right, and then the comment field to enter the comment. When you enter it, you must push ENTER in order for it to change the comment.

Once you have made changes, click the SAVE button and it will write the comments back to the .HTML files associated with each image.

It also doesn't have great exception handling, but if you do stuff right you won't have any problems. This was my first time ever using .NET and I actually like it. So it is far from flawless, but if you wanna give it a try, click on the download link below.

I also use a modified template in PS to make my galleries, so I am not 100% if that means it'll only work specific to my galleries I create. But give it a try if you want to.
