Anyone here speak Japanese? I want to find out if this narration is authentic in this video

Someone posted this over at the Z06 Corvette forum. He's doing an analysis on an accident that happened with some rich kid wrecking his father's Ferrari Enzo. He's driving past the area where the guy hit a curb and then hit a tree and totalled the car.

He did this weird narration in what sounds like Japanese, but I would like to know if this is really Japanese.

Actually, it looks like someone just took the video of this guy in the car and the tv announced and edited in scenes of that crash.

That's what I thought that he did. Just overlayed someone saying Japanese to make it look like he was captioning it in the video.
