So I returned my BFG GTX 285 OC to Fry's, and bought another one, got it home, installed it, and the clocks read as 702/1584/1332 which are the clocks for their highest end model, the GTX 285 OCX on the BFG website.

This card is labeled as just a regular ol' BFG GTX 285 OC. It was $319.99

Did they start changing the clocks on their lower end models, or did I just get lucky?

Except if you have to RMA it to BFG, they will think you flashed the BIOS. :(

You got lucky. What does the UPC sticker on the card itself say?

When registering your card, contact BFG support to explain it. I'm sure warranty will be retained.

Only "problem" would be if the UPC on the card states that it is an OC because if you ever have to RMA it, you will get back an OC and not an OCX.
