It keeps popping up as a trojan on my laptop. I have formatted twice and it's till here. Google turns up nil. I am guessing it is part of a regular program that AVG thinks is malicious.
 
It isn't a piece of legit software. It is a Trojan. Do as Windogg says, and I found a few places that will give you some information on how to remove it. Not sure why it still exists after a reformat. MBR?
 
Adware.Istbar @ Symantec, only relevant result for Istbar there. If that's the right one it doesn't look like anything unusual, just a bit of spyware.
