Yes i've heard of it. Not too many of these have been made however so Im not sure about its reliability.
However it is fine for gaming.

As long as you get a 128 bit one, you'll be fine. My friend runs doom 3 on a Radeon 9200, and it's fine.

It isn't going to be anywhere near the 9600XT, it is a mid-low level card, even with the 256MB of RAM. It most likely will not be faster than the 9600 NP, especially the 128 bit ones. I would either get a 9600 Pro or plain 9600 if you aren't looking to spend a lot of money. You may be able to snag a 9600XT on the FS/FT for around $100, so that may be your best bet.

It's a downclocked 9600 IIRC, same core.
So it's slower than a 9600XT. It's the budget DX9 card from ATi that's probably faster than the 9600SE.

Doom 3 can even be played on those Gefore 4 MX cards which are much less powerful than Radeon 9550 Pro. But if you can, get the 9600 Pro XT instead. As long as you have sufficient memory and a decent cpu, you should be fine.

If your planning on gaming and want to get the 9550 AGP card, its about as fun as getting Ebola; while you still have Chicken Pox.
