Anyone having unstable cable speeds in SFBay?

I apologize if this is the wrong forum to post this, but I think I'd get the best responses here.

I live in El Sobrante, CA, which is right next to Richmond, and lately my internet connection speeds have been extremely unstable. When playing CS, for example, my ping used to be around 30-40ms, but now it varies from 30-600ms. I reset the modem, checked the switch, but to no avail. If anyone else is experiencing this in the area, I'd love to hear about it.
