anyone have this winme problem or a solution to why it happens?

I did a clean installation with no problems, ran fine for a week with no problems, no shutdown problems either. I have norton internet sercurity 2001 installed, & i notice that after you install it, it has 3 pops for you to configure the port access, when i allowed only 1 port, it would always lockup at startup so i reinstalled it to allow all ports. Now everytime I turn the computer, I have no problems but when I turn it on the next day, 80% of the time I would get into windows & half the icons load at the taskbar before the busy flag just stays there & goes no further or I would just get a blank screen with the busy flag & I would have to push reset until it does a scandisk before it works again, anyone have this startup problem on cold boots, or sometimes reboots? I have all the latest updates for all my software, & this problem never occurred when I used win98se, kinda of wish I brought a videocard instead of the full retail winme.
