I gather it was the intro sequence for that old video game. The game was made in Japan, and there were two different translators for it. Apparently the arcade version was translated perfectly, and so was the rest of the game, but the intro for the home version was translated by some engineer or something, and came out like that.

That doesn't really tell where the phrase came from. Wing Zero was a console game that was badly translated. The phrase "All your base belong to us!" really caught on, and to a lesser extent, so did "someone set up us the bomb!" ( yes "up" and "us" are ecactly as it says in my quote, but everyone automaticly turns them around )

The evil guy in the purple ( the villian) is Kats. You will see him mentioned too.
