Anyone have a Quality Checklist and Tweaking guide

I am looking for a checklist that I can run through to quality check computers that I build. I need a very exstensive checklist from the bios to windows (win98 and ME) settings. I am also looking for a performance tweak guide for windows. Any help or links would be greatly appreciated.

Hmm... Don't know of an existing list.

Here's what I usually do in BIOS (not including overclocking)

Set the IDE devices so that it doesn't search everytime it boots
AGP4x enabled
PC-133 RAM enabled
AGP Aperture@128 (w/256mb ram)
CAS 2 on RAM (if capable)
RAM Interleave (if capable)

Windows-

Run Cacheman
set computer to Network Server
set fixed virtual memory
run MSCONFIG (win98) and get rid of excess apps that load at startup
Defrag
Run 3dmark2k1 for stability test
Run SiSoft Sandra to check memory/cpu scores

I usually cover most of those tweaks...what I am looking for is a checklist to ensure that I have covered all areas when building a computer. I have seen a few posted a while back but was an idiot and didnt copy them down.

What is cacheman?

Is it program in Windows?
Some settings in a file?
Some settings somewhere else?
