California technically requires it, but I haven't been bothered for 10 years or so without one.

Added bonus: People without front plates are immune to tickets from intersection cameras- the law requires a clear photo of both front and back plates as well as of the driver. I ran a red by accident in SF and never got a ticket even though the flashes made me feel like a star. :)

Arkansas doesnt require a front plate either. Most people out here put a plate with their names on it up front. (I think so they can identify their cars) ;)

The only problem with not having front plates is having to see those horrible airbrushed plates with the palm trees or the dolphins that read "Tammy" or "Ruby *heart* Shawn."

My car had holes on the front when I bought it, so here's what I put on the front. Link

Do all the cars in your front lawns require front plates as well?

Although let me add that if you still have one of the old green plates (like me), from when they only gave out one, it is ok to not have a front plate also.
