Anyone have a cheapo Insignia TV from Best Buy?

Are they any good? I'm looking for a 24" one. I have a 24" Apex, its pretty good but sometimes i get a high pitched whine that gets really irratating. Its off an on and i hear its common in some of the cheap tvs.
