If you're going for a budget system, why not a 850 / socket-423? The 1.5 - 423 is $130 vs. $148 for 478, and you can get an ECS P4ITA for $111:

The $26 difference would help to pay for the evil-but-fast RDRAM you'll need, and the performance will be like having a 1.7 - 1.8 with the cheap-but-slow PC133.
