anyone got experience with Whisper Quiet 60x10 Blue Fan?

I don't know about that fun, but I have the Thermaltake 60x60x25mm fan. It is pretty powerful and pretty quiet. It isn't the quietest fan there is, but it definitely is a nice compromise of power and noise. With my OCZ Gladiator and OCZ Quicksilver thermal compound I get CPU tems of 48C max. I have a 1GHz@1360MHz. The highest delta I have seen between CPU and case temps is 18C. Not too bad.
 
It's rated at 21CFM and 28dBa. I don't know why people say 31CFM. It clearly says 21CFM on Thermaltake's sight. I believe the rating of the Delta 38CFM fan is 46dBa. The volume doubles every 3dBa as well.
 
ah, i think we had a little mix up, my post was referring to the fan i mentioned in the topic and you were referring to the fan you mentioned in your post...
