Anyone good with plumbing? Toilet is leaking when I flush.

Turns out that was not what was making it leak. Instead I found out that the water is leaking where the top part of the toilet sits on top of the bowl in the back. When I flush water will run down the back and onto the floor.

Could this just be a bad seal/ring?
 
they seem tight as is. as in they are stuck and when i try to tighten them they move the whole screw. So instead I put a screwdriver on the screw head and pliers on the bolt and tried turning, but no love. Seems stuck.

Replace the gasket between the tank & bowl (and the gaskets around the bolts that hold the tank on).

Should only cost you a couple bucks for the gasket.
