I get this seemingly all the time. When I need to transfer files from my phone to the computer or vice versa the USB just doesn't work.

Samsung Nexus.

I plug in the USB and the phone doesn't show in My Computer. Switch ports. Nothing. Switch cables. Nothing. Reboot phone. Nothing. I'm not going to reboot the computer because I'm in the middle of doing things on it.

I can't use WiFi Explorer or WiFi Direct because I don't have a private wifi network that I can tap into.

Bluetooth transfer doesn't work (can't find devices or can't connect or whatever even when they are set to discover-able).

Wife's Galaxy S2 doesn't show up on my desktop. Works fine on her PC with the same cable. Definitely something with Windows and/or drivers.

Well, I figured a work-around to transfer files directly from my phone to my computer without any BS like bluetooth and without networks.

I have a rooted phone.

I turned on WiFi Tether for Root Users

Connected my computer to it.

Downloaded an Android app called FTP Server.

Started the FTP server on my Android.

Used Filezilla on my Windows machine and instantly FTP'd into my computer.

Dragged files to and from the phone at ~5MB/s.

No fuss. No physical linkages. Worked like a charm.

If its not a broken cable issue, its usually a driver issue. Maybe its with our work computers but I remember my phone not reading a lot back in the day. Same thing when I hand flash drives around. Sometimes people just can't get them to get detected.

I had the same situation like yours. Few days ago, my computer stopped recognizing my GS4 although a phone would still be charged. I used an LG OEM cable from my old LG phone, and it worked great before. Change to Samsung cable that came with my GS4 and it works again.

Only if for whatever reason the phone is in the wrong USB transfer mode. Unless you already have, check from the USB notification.

When I disabled the mediascanner service through Systemtuner Pro, I noticed I lost connectivity to my phone. When I restarted the service, or ran the media scanner, it popped up on my computer just fine after I dis/reconnected my phone.
