what the hell are these rules? 3.2% beer in taverns? sponsor memberships for liquor?

what beer is 3.2%? do they have special beer?
 
IIRC, you might be able to get real beer at the state liquor stores.
Any other beer sold there is 3.2%. Pretty sure it's the whole Mormon thing.
I could, of course, be wrong since I wasn't of drinking age when I lived there.
