Wondering if this is more to deal with handling classified material than ethics.

Dumb? That's the way these situations are handled in most professional settings. When you see a problem, management makes an executive decision to prevent future incidents. After Boeing's little ethics "issue," you can rest assured that they probably re-vamped their entire outlook on ethics and made training and awareness mandatory for all employees.

I'll make no comment on the the current admin, but the notion that this decision is "dumb" is, well, not very smart.

Agreed! - I have an idea that no matter what steps are taken, it would not have been the way of the democrats.

seriously this ethics class is the equivalent of a sexual harrasment tape they show at corporations. nobody learns jack sh!t, and this stupid class isn't going to do anything to shape up a bunch of crooks.
