Yes, on my grandfathers RV, not sure on the voltage of the overhead lines, but they were high tension. He made a grounding post and attached it to the bumper to avoid this.

seriously, I'd volunteer to test that, with the information handed to me. I'm always curious as to what different electrical things - that are not advertised as dangerous - would feel like. :)

Nope, but it looks milder than something from a van de graaff generator.

I've been shocked by static charges plenty of times before (it's all in fun during physics class.) I've held a neon light in my mouth and allowed the discharge from a van de graaff generator make it light up momentarily. (Heyyyyy, I know what I can do a time lapse picture of...) The only bad thing was when I had charged a leyden jar and accidentally bumped the top with one arm while holding it in the opposite hand. That turned me into a quivering lump on the floor for a few minutes. That one hurt! I now have 100x more respect for the leyden jars.

Yes a VDG is going to be static and the voltage potential is quite high leading to a rush discharge that's quite the jolt. Ditto for the Leyden jar. Batteries made from Leyden jars have killed people! A large jar when charged fully can produce a spark that can splinter a plank in two! Nothing to play with.

The AC voltage however would be rather feeble if not even noticed if the person was in firm grasp of both areas showing potential. The tricky part comes when the grasp is lessened and finally broken and an arc commences. It will definitely be felt and if allowed to persist burn the flesh. I suppose the amount of current depends highly on how big the structure is beneath the transmission lines. In any case the arc as demonstrated in the youtube video is certainly enough to ignite flammable vapors near a fuel tank or start a brush fire on a dry day.

So that's what it is!

There's a local park with an adjacent parking lot that is situated under the Intermountain HVDC lines... called Powerline Park no less. If I park my SUV in a certain spot, I can feel a charge around the vehicle. I can get an arc between myself and the vehicle if I try, but I generally try to avoid doing so. If you're wearing sandals, the ground underneath sometimes makes your feet tingle.
