Anyone familiar with the ATI VGA to component HDTV converter?

I have an 8500le 128mb and a VGA to component HDTV converter. My TV supports 480i, 480p, 1080i, and 16:9, which are all selected on the dipswitches. The problem is when I output to the TV I can only run at 640x480 without the display being larger than the TV screen. How I am supposed to run high resolution (1024x768 or higher) 3D apps and have them fit the screen?
