I was wondering whats the highest, if at all, have you overclocked a Intel Pentium 4 / 3.0CGHz CPU?

I'm sure some people have gotten it up to 1000fsb, so 3.75ghz

the ram is what is keeping his max clock speed down. meaning he can't up the FSB anymore because the RAM isn't stable, wont boot , etc for some reason at a highier clock.

The 3dmark2001 and PCmark high scores were done with an OC'ed 3.0C. They hit the fastest because they are the fastest, although you'll probably need phase-change cooling to hit 4GHz+.
