anyone ever make an offer on a domain name?

there is a domain i wanna buy
i wonder how much to offer.
i can't see any good commercial use for the name, i just want it for a personal site
i think the guy is a cybersquatter
this is the same guy that has the site i want

so does anyone have some advice on how to go about and make and offer?
i dont really want to give out the name, but it instantly forwards you to here
 
you can pm me the name and i'll tell you what i think is a fair price. i think i'm fairly trustworthy...

i sold one for 200 bucks once. it was my old email provider... one day i wondered why i wasn't getting email anymore, and it turned out the domain was available. so i registered it, and after a while, they contacted me and said there was a billing error. so i sold it back to them for 200 🙂 i was 14 at the time, so 200 was a big deal 🙂

what's your income? because if you're right, you might as well, but if you're not so rich, i'm not sure paying a cybersquatter will be worth it.
