Anyone ever heard of Star Force 816 Geforce2 mx 32mb? Reliable? Stable? and do u know if it comes with a fan?

Yes, MSI distributes that card and it is very nice. I use them in system builds all the time. They come with NO fan, and can also be had with or without the TV OUT.

do i need to purchase a fan for it?, I am not going to overclock it, but am going to use it for extended periods of time

I've had one for month or so. Works great for me. I wouldn't worry about a fan for it if you are not going to overclock. It runs pretty cool with just the heatsink. I'd imagine that as long as you have reasonable airflow through your case you'll be fine.
