Anyone ever had 1600Mhz DDR3 not work on a Z68 board?

My buddy had a Gigabyte Z68 micro ATX board with a Core i5 2500(non K), and whenever we attempted to turn on his new build, it would power cycle. We checked power and checked for shorts, but long story short, it wound up being an issue with the memory.

I plugged in my 1333Mhz memory and it worked fine. We tested each individual stick he had and it was the same issue with all sticks, so I highly doubt all of his memory bad, but there is some sort of incompatibility going on.

Has anyone had this issue before, and were you able to do anything to solve it?
 
What tests did you run to confirm the ram itself operates and functions as spec'ed?

All four stick of my G.Skill DDR3-2133 kit were bad, would only operate at DDR-1866 and lower.

This stuff is so cheap these days, quality control is a luxury they can no longer afford.
 
What voltage does the DDR3 1600 need? 1.65v or 1.5v?

For my Asus board, I needed to set in the bios my memory to XMP to read the sticks properly.
