I started getting into it lately, a little late to the game I know. I finished a level called Holes 2 (fixed) which seems to be well hated. Oh well, I think it's a fun level.
If you have Portal 2, you have the editor. It's an option under Play Community Test Chambers. The editor is completely graphical and very intuitive. The default starts with a simple room with entrance and exit. You can then start shoving out the walls, floor, and ceiling and adding puzzles. Super simple. You can switch to game view to see how it plays at any time. I'm as impressed with the editor as I am with the game itself. Once you have your chamber built, publishing to the Steam Portal 2 Workshop is straight forward.
