Anyone else having problems getting through to some sites?

I'm having trouble accessing my site. Visualroute says that packets are being lost past network 12.119.38.0; the specific IP it's trying to pass through is 12.119.38.37, which doesn't seem to resolve to a name. The rest of the 12.x.x.x networks though appear to be att.net servers, in Philadelpha,PA or New York,NY. Loss is over 90%.
Not really sure what to ask here....I mainly want to get to my e-mail, but I don't know how to get Eudora set up to use a proxy server, assuming that's even possible.
And I don't get it - from what I still retain from my Cisco classes, aren't routers supposed to be able to find alternate routes in the event of a failing one?
 
Probably just where I'm located, and the routers it had to go through to get there. It's fine now of course.
And one of these months I'll get around to updating my website to...something. Don't know what exactly though.
