On my setup (Win7 64 SP1, 5770), the most obvious problem I was getting with 13.1 was that when the pointer floated over the shadowed border of a window, the pointer would go funny (turning into a couple of black stripes for a split second) quite often. I've switched back to 12.6 as I didn't see any other benefits of the update.
I tried switching because of an occasional problem I get during video playback where the output shudders, not massively but definitely noticeable. I can correct it by switching off desktop composition and back on again immediately.
