Anyone else experience BUZZING Panaflos L1As???

When I hook up my 80mm Panaflos to my fan controller, turning down the fan speed even a LITTLE causes an annoying buzzing noise. At very slow fan speeds, the fan blades just stop and emit a clicking noise.

This phenomenon happens only with certain fan controllers, but also only with certain fans. For example, the 92mm Panaflos do not have this noise problem. Does this have something to do with the 80mm Panaflos or with the fan controller?
