Amazon UK have it for sale for a price that puts it between the recent-ish costs that the retail and OEM versions have been on sale for in the UK.

The fact that it's the 32 and 64-bit version suggests that it's retail (ie. transferrable licence), but I'd like to be a bit more certain before buying that version over more familiar versions (the USB version says 'delivery between 1-3 weeks' on Amazon).
