If so, what do you think about it? I'm trying to get into a position where I can work from home. If so, I'm strongly considering moving there. I live in the Houston, TX area and am really tired of this place. I'm looking for a small area with cooler weather. I never want to live in a big city again. Thoughts?

Portland is not going to give you the cooler weather that you expect.

It will get downright cold plus the cold moist air coming in from the ocean will chill your bones.
Your "cooler" weather range will be in the belt from I40 to I80.
You have middle of nowhere to small and large towns (<5K) to small, medium cities all the way to Chicago.
