Anyone able to help with config for dual-carrier MPLS networks?

Looking to do load-balancing between 2 different MPLS networks, both terminating into the same router (28xx). Not looking to do cost low/high... want to share the load between the two networks, but, yes, have it fail over to the other one if either one drops. There's about 200 sites.

Is there a way to set it up so that it's dynamic, based off of load, or is it necessary to manually set up the routes so that half go through one MPLS network and the other half on the other MPLS network (with each using the alternate as a backup)?
 
Do you have control of the CE routers? What are the carriers involved?

If so, you can do it with BGP. But this sounds like a serious design that needs to be given the thought it requires. Meaning a forum would be good to throw ideas around, but not detailed design.

How are you routing now and what protocol are you using?
