Is it possible for someone to have a letter returned to sender marked "No such Number" even tho there is such a number and the address is 100% correct ?

Or would this happening be an honest screwup by the PO ?
 
Yes, but the question is, could the recipient have it returned "no such Number". Would the PO go along with a request to do so ?

 
Are you saying that a letter was delivered properly, but the recipient wrote "No such number - return to sender" on it and gave it back to the PO? Or that the PO returned it without delivering it?

Either way, I can see it happening. Call the delivery PO and ask what was wrong with the address. If it checks out, it was probably a one-time fluke. If the recipient wrote return to sender on it, then ask if there's anything else that can be done.
 
what is the objective here?

if you need something to really get somewhere (like a legal document) , use certified or registered mail with return reciept
 
Nope, the recipient didn't. It was stamped by the PO and "No Such Number" was X'd out.

I'm trying to determine if SHE sent it back or the PO screwed up. 😀
