Anybody use or know of any kind of program that can limit bandwidth of other PCs?

Other PCs that use the same wireless router.

I see a lot of hopeful programs but I'm not too good with networking, so I thought I'd check here.

either install software on each pc such as netlimiter, or shape their bandwidth via QoS on your router.

If you've got a linksys WRT54G you can use 3rd party firmware like DD-WRT to do exactly what you're looking for (QoS, traffic shaping)
