Is it just in Baltimore or is this problem elsewhere. Recently, I've notice a lot more ticket writers for parking and more roadside pull-overs. Last night at 11pm, I saw a someone writing a ticket for a car parked 5 feet from a fire hydrant. Normally, they would let this slide. What's more interesting is that this was done a "professional Baltimore City meter maid" and not a police officer. This was the first time that I've seen a meter maid working after 7PM. It seems to me that a lot of local governments are tightening traffic and parking enforcements due to budget shortages. So watch out!
