Well, not sure about rca, but when I was at cablevision doing @home stuff.. we bring them in and program new chips on it to limit the rate, but some people go on manufactures web site and download bioses..
this is really strange... My athome did 150K upload just about a week ago. My cable was down the whole day on monday and when it came back up, I can only upload at 15kb/s 🙁
Not in your case, sound's more like your having connection/bandwidth problems then a cap.
Unless AT&T reps snuck into your house and switched modems on you 🙂
I had 150kb/s upload for sometime now .. like 1/2 a year... now that my upload is about 15kb/s I can't really manage my PCs remotely and download huge files from my home network remotely 🙁
anybody hearing success stories on modem uncapper?
