I imagine that they are buying old computers and re-selling them. Presumably, these computers have COA stickers on their sides. They probably don't have XP CDs because either those were lost or else the PCs never came with CDs (pretty common nowadays).
Of course, if the original poster purchased COA stickers without CDs, then that's probably a problem....

One way to get generic OEM replacement CDs (this probably WON'T work if the original media is name-brand (Dell, HP, Gateway, eMachines, etc):
If you've lost or damaged your Microsoft OEM installation media, a Microsoft Registered Partner (System Builder) can request a replacement at:
http://oem.microsoft.com/script/mr/MediaReplacement.aspx
You'll need to furnish ONE of the following:
* The COA Serial Number
* "A copy of the original invoice, with software clearly identified"
* "A Copy of your dated sales receipt"
