what are good features that I should be looking for and how is "goodness" measured?

Quiet a few use hand helds now. Or at least have one for a backup. If he has a large boat, many people have complete systems. Radar, Gps, Chart plotter, etc, all hooked together. This seems to be the trend for people with newer boats. It works pretty well, too. As long as it works, anyone can tell where they are... at least until a fuse blows.

They run anywhere from ~100$ to ~3,000$, so you will probably want to look at different features on different models.
Garmin seems to be the industry leader (at least in consumer models) and their website is very informative, even if you choose to buy another brand.
