Found this on my '96 Sebring Convertible this morning. Was working properly last time I drove it a week or so back. No idea what happened. Note the position of the stop/rest pin.
Without pulling the cluster out of the dash and/or being able to test the instruments' circuits you're looking at a few hours tinkering at best to reset it. Clearly just getting stuck on the pin but without being able to access the gauge face to manually move it past I don't see an 'easy' fix, unfortunately. Someone else might know something though; dashboards aren't exactly my favorite places to work.
Tried Allpar.com? I used that site years ago when I was playing with turbo Chrysler products. Don't know how active it still is, but their info was quite useful.
