Anybody know anything about film?

I managed to intercept a box of Polavision cartridges before the g/f's family took it to some local place to "put it on DVD." So far I know about this much:

- The cartridges contain Super 8 film
- The cartridges have to be destroyed to remove the film

What do I need to look for in finding someone to telecine this stuff for me? From the little looking I've done I can expect to get DV (obviously the important part) + a DVD copy (that I don't care about), and reels/boxes to store the film on.

What kind of resolution can I expect? Anything in particular I need to ask for?

I can tell you a place where they can convert it for 10c a foot

You get just a DV tape. The quality is pretty good, they play the tape and then record it with a special machine, they dont scan the images.
 
Lab recommendations are definitely helpful, I'm completely starting from scratch.

How is consumer level transfer typically done? Of course I'd love to have every single frame individually scanned but I doubt I can do that for 10c a foot or even the 15-20c I've found so far.

I'm more than willing to pay the 20c a foot for quality, but this project needs to stay in the realm of hundreds of dollars.
