Yep, if a lot of people are downloading stuff then your bandwith will suffer

One of two things, network is over stressed, or the admins have put some sort of bandwith capping policy in place for certain hours of the day.

if we go over 3.0 gb transfer per week, we get put on a secondary, much crappier network that i'm told is much worse than even a 56k modem.

708k/bps download?? that's really good compared to here (Miami U of Ohio)... I think people here would probably kill for such speeds. What's odd is we can d/l from MS or other "big" sites at like 350k/bps, but smaller sites not so well. Course, we have a packet shaper, so who knows how it's setting up the traffic.

But yes, the speeds fluctuate based on the time of day, I learned long ago I should get big files when I wake up at 8/8:30 am on the weekends. ;)
