Wormhole whisked them away far from 22nd century Federation space. Without a rescue, many died off, and those that remained gave into despair (not realizing they had a Voyager pulled on them) and thought that the Federation didn't care about them to come rescue them.
It also doesn't explain where their technology came from to give them such impressive capabilities.

Precursors. An ancient race used to mine the planet and left behind a bunch of gear, which the Franklin survivors found and used to their own purpose.
