Since the issue is spanning across driver sets that you knew performed well, I do have one idea that may be the root cause that has happened to me and many other 7000 series users.
About a year ago, my Sapphire 7970ghz had one of it's fans stop working. When I investigated it, I noticed that when my PC was cold booted, one fan would spin for just a second then stop. From that I found that I could force the fan to spin with a manual fan setting of 80% or higher.
I researched it online and found many users having the same issue with their 7000 series cards because many vendors use the same type of 85mm fan and they seem to give out after extended use. Others also noted they could force the fan to spin with high manual fan settings.
Anyway, I thought that I might share this experience because it would definitely cause a big performance drop while under gaming load. The card will be running very high temperatures and it will throttle speed to protect itself.
