Anybody Else Bothered by Slow Refresh Rate on Logitech Optical Wheel Mouse???

I'm not really sure sure the above title is even technically accurate...is the refresh rate a function of the port (PS/2 or USB) or the peripheral connected to the port (or both). In any case, I have to consciously slow down and hold my mouse pointer still for a second for anything I click on to actually work. For instance, if I click on a link/button and immediately move the cursor off of it (after I click it and see the link actually get highlighted), the page the link/button is connected to will not open. I'm not talking about lightening fast reflexes here, I really have to hold the mouse pointer still. for it to work. Similarly, if I click on text in a Word document and don't hold the pointer absolutely still while I'm doing it, I end up highlighting a portion of the text. I have 2 Logitech Optical Wheel Mice (2nd generation...supposedly "twice as fast") and they both do the same thing on my IBM laptop.
 
I've noticed this also. I have a first gen optical mouse and while it's decent, it seems to have an input that doesnt catch up to the movement at a 100% sync rate.
 
I have my PS/2 2 mouse set to 200hz. If you are not using the latest mouse ware I would get it. Also I would check to see if another ps/2 mouse works on the port. I used to have that same problem on my Pentium 233 machine until I changed the mainboard because the PS/2 port was bad.
