My situation:

I tried to read some data from a scratched CD but the system hang, so I just power off and on my system, but my system couldn't boot up and giving the error message like "system halted", I am not able to even start in the safe mode. Then I formatted my HDD and reinstall WinME, it's not working too and just keep restarting after passing the WinME logo. Anyone can help?

Tricky one indeed from the sounds of it. Have you checked the power and cable connections to the back of your CD-ROM and into the motherboard?
