Just plain 98, not SE.

I have a netgear card, but it refuses to even run the software on 98.

Get a Lucent WaveLAN Turbo 11Mb Gold card aka Orinoco Classic Gold card. EBay or close-out places. Make sure to get an 802.11 card, older ones like Jack's are pre-802.11 (in some cases won't work with .11 stuff at all, in others, max speed is like 2Mb/s).

I have the card in my hand right now, it is clearly states 802.11b.

I use this card the whole gamut from 802.11b to 802.11g sources, and have no trouble.

I first got an Orinoco Silver for this Laptop and it did not work, that is how I ended up with the RangeLAN. However I think that the Orinoco did not work because of hardware compatibility rather Win98 issue.

So as usual YMMV.

you might have to go to Network Properties> Avanced and manually insert the SSID in win98.
