any way to soundproof while windows are open?

My apartment is on a busy street, I work at home, and with the good weather, I enjoy keeping my windows open.

However, it gets pretty noisy. I KNOW I could close the windows, but is there any way to cut down on noise without cutting down on the delightful breezes and fresh air?

 
Uh...no, not really. Even if you soundproofed the bejezzus out of the walls, most of the noise comes in through the windows anyway.
 
Place a screen a few feet in front of the window (inside the room)? Would allow fresh air to circulate, albeit at a reduced rate, and deflect some of the noise.
 
Glass beads in a resin. Allow for mostly beads, just enough resin to hold them together. Thus there will be hollow spaces between the beads. Some air can flow through the holes, noise cannot (for the most part). No, it isn't transparent, but it'll solve your problem.

I can't say if that is on the market, but that is what you need to do. An attempt was made a few years back to make mufflers out of that material.
